Incident Summary:	Claim that De Anza was running tryouts in March under the guise of a free clinic.
Comments:	In weighing all of the factors and the totality of the circumstances, the PAD Committee finds a violation of the NorCal Recruiting and Tryout Window Rules. The PAD Committee finds a violation has occurred because (1) specific age groups are targeted, (2) the event is free, (3) the club is advertising that its top coaches will be in attendance, and (4) the day and time is set to avoid other club's training sessions (Friday at 6:30). The PAD Committee refers this matter to the Board of Directors of NorCal Premier Soccer for sanctioning.
