Allegation that USA Stars permitted El Dorado carded players to train with USA Stars in the USA Stars grassroots program.

Comments:

Given the particular facts of these incidents, the PAD Committee advises USA Stars that they need to inquire of all participants in all programs whether the participants are registered with another club and to handle the response accordingly, i.e., by notifying the director of the club the player is registered with before allowing the player to participate.
