Incident Summary:	Allegation that West Coast knowingly played a player without a pass in a NorCal playdate. Allegation that West Coast recruited the player from Manteca.
Comments:	There is insufficient evidence to find that West Coast recruited the player. The player played without a valid pass at the tournament. In this case, the individual who approved the player playing without a pass was wrong, and the player should not have been approved to play without a valid pass. Players who do not have valid passes are ineligible to play in all NorCal events until they have a valid pass. The correct ruling at the field would have been to hold the player out of the event.
