Incident Summary: | Allegation that Visalia Galaxy President reassigned a referee crew for a match to have a preferred referee crew. The crew that ended up officiating this game included an unlicensed referee and the son of the Visalia coach. |
Comments: | PAD recommends to the Event Coordinator that this game should be declared a 3-0 forfeit in favor of CCSA. As Visalia knowingly and willfully removed a licensed referee crew and replaced that crew with a crew consisting of referees related to the coaching staff (a clear violation of the NorCal Code of Ethics) and with an unlicensed referee, the coach of the Visalia Galaxy team is suspended for 2 games for causing a referee crew assigned by a certified assignor to be reassigned. The PAD Committee recommends to the Board of Directors of NorCal that Visalia Galaxy be placed on probation for 6 months. |
