Incident Summary:	Allegation that Yuba City Rayados did not have a licensed referee assignor for the winter season.
Comments:	It is imperative that all club's have a licensed referee assignor at all times. Yuba City Rayados needs to update the NorCal website to name Salvador Arevalo as their referee assignor. The PAD Committee recommends that the NorCal Board of Directors place Yuba City Rayados on probation for 12 months.
