| Incident Summary: | A fight broke out in the match between the 2 teams. After the fight began, parents entered the field and fought.

| Comments: | The PAD Committee requires that Tracy provide the names of the 2 Assistant Referees to Moe Shafai no later than 5 PM on May 14, 2021. Tracy referees to file all send-off reports no later than 5 PM on May 14, 2021. Failure to comply with these orders will result in additional sanctions to the sanctions provided below.
The coach of the Cal Cougars team (Matt Kusanovich) and the Tracy team (Hercules Rualo) are each suspended 6 games for failing to control their team's spectators.
The PAD Committee recommends the following to the NorCal Board of Directors:
1. Both teams be expelled from all NorCal competitions.
2. Both clubs be placed on probation for 12 months.
3. Tracy be prohibited from hosting any home games through the later of (a) September 30, 2021 and (b) Tracy appointing a certified Referee Assignor. During the time that Tracy cannot play home games, Tracy will pay field and referee costs to all teams that have to host games that Tracy would otherwise have hosted.
